It's a fair bit more rare to see these days. That being said, if you don't want your phone to harvest phone numbers, don't download any apps that demand access to your phone list.
It's never bugged me even a little bit. I don't associate with unsavory types, and so you can get the same information on people (if not more) from a common phone book.
