Regardless of how you acquire the phone (contract or not, unlocked or not), you have to sync the phone via iTunes on your PC/MAC to get it setup.

 

I am not sure if FS stores have any computers set aside with iTunes on them to help customers setting up their phones; I know Apple Stores do.
