Yes. Well, somewhat. You won't be able to use any kind of cellular connection but it is possible. you just need a deactivated sim card inside it from the cell provider that the phone is locked to. it will read "No Service" in the top left corner of the screen, but you'll still have access to most of the features.

Pretty sure it's still activated as a cell phone, emergency calls are still available.

baahh.. um, i don't have a deactivated SIM at hand, so i can't confirm that it would still do emergency calls. however you don't need a SIM inside the phone to use any of those non-cellular features. It simply says "NO SIM". I'm assuming the question was asked because they want to use the iPhone as an iPod Touch without paying a monthly fee to a provider.

This is true, You do not need a sim inside the phone to use all of the features. The only thing that will not work is the cellular connection to your provider. But you will need to have a sim card to make the Iphone Activate out of the box when you connect it with Itunes, or else you will not be able to use the phone what so ever
