No, it does not.... it does sell phones pre-unlocked by the manufacturer.
If you already have a locked phone... some models are easier to unlock than others. Some will RELOCK when you connect your phone to the computer.
I've unlocked my Blackberries without problems when travelling in ASIA and the states.

Not Futureshop. From an official standpoint, there are cases where phone companies will unlock phones provided that you meet a certain conditions and/or pay a fee.
For example, a coworker offered his older iPhone for sale as he upgrade to a newer model. I said I would buy from him, but with one condition: he has to unlock the iPhone *officially* through Rogers (as I can't access Rogers unlocking service as a buyer of a used device) and I'll pay him a bit more than what he was originally asking.
