Reviews say it's not, and Apple does not list Windows under the system requirements, that usually means it won't work with it. So I don't think so, sorry.

A quick google search found that there are drivers for Windows, so yes you can use this device on windows, you'll just need to download the drivers separate.

The only drivers I found were ones not released by Apple, but hackers who extracted pieces of code from Bootcamp installers. I would not recommend using such things to general users myself. As an aside, Apple does support using the Magic Mouse inside a Bootcamp install of Windows, but that is something different than using it on a PC.
