Yes, but whether or not the type of video file you intend to use will play depends on the file type, and the device you wish to play them on. You may need to convert the video file to different format to enable viewing on a dvd player, etc. Also your cd burner itself may not support burning some video file types, or may require additional software (such as for an ISO Image file).
The short answer is yes, but the long answer pretty much depends on every factor outside of the discs themselves.
Also piracy sucks. I hope you're working on preserving your home movie collection
