A laptop also requires a Blu-ray drive to be able to read the Blu-ray disks. If it doesn't have a Blu-ray drive built in, you'll need to hook up an external USB Blu-ray drive.
Once you've got a Blu-ray drive hooked up to your laptop, it should be able to output it through HDMI without issue.

If you are looking to play Blu-Ray discs in your PC then connect your PC to a TV, HDMI is the way to go as long as your HDMI-enabled video card supports audio.
