The cheapest is a netbook like the Acer One.
However do you need a DVD Drive? Have small of a screen are you willing to squint at? Are you using the laptop for just internet browsing or for other things as well?

Before we can help you out, please reply back with some of the tasks you want to do with the laptop, your budget, and approximately what size you are referring to as "mini laptop"
I would assume a "mini laptop" to be a netbook class computer. These are typically between $300 and $500, and are perfectly fast for things like web browsing, email, typing documents, etc. But netbooks are not good for gaming, photoshop, or other more intense programs. Also they don't have a disk drive.
