New Samsung LCD monitor flickering on certain colors/gradients

I just purchased a 21.6" Samsung LCD Monitor and I noticed that on certain colors and gradients it flickers a lot. This isn't noticeable about 90% of the time but on certain web pages/images there are a lot of horizontal flickering bands across the image.

I am using the monitor as an external for my laptop. Is it due to a faulty monitor? or is it a problem with my video card?

With flicker and banding it could be the monitor, connection or video card in the laptop. From what I have seen, my bet is on the video card or connection. Disconnect the LCD and then reconnect it again. Because you are using a laptop, you have the advantage of being able to take the laptop in and connect it to another screen and see if it works better.
 
Try another LCD or screen and see what happens, that should narrow down the scope of where the issue exists.

Ok, i tried the laptop with another older LCD monitor and it worked perfectly fine.

Can i assume it is the Samsung that is at fault now or could it be a problem my video card has with dealing with high resoulutions such as 1680x1050? It is a pretty modern video card (Nvidia Geforce 7600 go) and it has the latest drivers and everything.

You don't mention which model you actually have , But there is something that Samsung is trying to keep under the radar when it comes to their panels in LCD's. Samsung are actually using three (that i know of) manufacturers of panels in their LCD cabinets. The best by far is "S" type panel made by Samsung themselves (these were the ones distributed to reviewer/review sites etc), and off course look great.
 
The Second i know of is made by AU Optronics and is known as the "A" series and displays less accurate colours than the "S" series.
 
The Third that is appearing is "C" series and is made by CMO  ,from what i can tell this panel is getting mixed reception some have no complaints (or may of not seen the quality of an "S" panel to compare) and others can't stop complaining about it.I have compared it to the "S" personally, i found a noticeable backlight bleed in the "C" in dark screen conditions and actually seeing what appeared to be an H on it's side.
 
There's no way to tell what panel your getting without oppening the box before buying,once you do have it in front of you the serial number sticker on the back of the unit will have either "S" , "A" or "C" , a few are appearing without any series letter.There is a service OSD menu that can be accesed by bringing brightness and contrast down to 0 and then holding source button for 5 seconds until the menu appears.  This will give you the series also.
 
I'm also hearing of that being left blank in the Service OSD menu also , in which case the only way to find out if you have a real Samsung panel is to get out a Phillips screwdriver.

Please Try This.

Probably you have connected your Laptop as well as your External Monitor to the same Power Source.

This causes some interference and results in flickering.

Just disconnect either your laptop or the External Monitor and coneect it to another Power switch.

Or try running your laptop on battery.

Then see what happens.

 I noticed there was some flickering with my monitor on my HP computer when I was still running Vista.  Check in your display settings to ensure that the refresh rate is what it should be.  THe refresh rate for my monitor is 60Hz.  When I turned on my computer, it would set the refresh rate to 25Hz, interlaced.  When I set it back to 60Hz, the flickering stopped.  You can find this in the advanced options in display settings.

Use a DVI Cable (digital) not a analog one. Interference will be gone. Simple as that.
