- did you tell the computer to sign on automatically?
- what operating system are you using?

i think you using unscure internet so you need to setup properly router through ip address.

Wireless capability turning off whenever the computer is shut (assuming this is a laptop) has nothing to do with whether you ar eusing an insecure connection or not.
Generally when a computer is shut, it goes to sleep, in which case all non-essential functions go into standby mode (including wi-fi). When you connect to your network, ensure that the network is saved and that it is set to connect automatically (you can do that through the Network and Sharing Centre).
It might take a second or two for the wireless to reconnect once you wake the computer up, but if it's set to connect automatically then you shouldn't have to re-enter the network key.
