An external hard drive is made up of two parts -- the hard drive itself, which stores all your data, and the enclosure, which connects the hard drive to a USB port.
If the enclosure has failed, but the hard drive is okay, you can usually get away with cracking the enclosure open and putting the hard drive into a new enclosure. This will undoubtedly be cheaper than the price of a new hard drive, as well as paying for a technician to copy the data from one hard drive to another.
If the hard drive itself has failed, then as Juice said, here's hoping you've got a backup of your data elsewhere. As data recovery from failed hard drives requires very specialized equipment, the cost to retrieve that data tends to be prohibitively expensive. Future Shop can send your hard drive to a data recovery center, for a fee that varies depending on the nature of the failure.
