Laptops, by default, do not send a signal to an external monitor, you must enable it. Most laptops have a keyboard combination that will switch video modes, such as pressing the Fn key and F4, or some even have a 'presentation mode' button that will enable the external display. If yours doesn't have the keyboard shortcut available, or it doesn't seem to work, you can enable it in windows by right clicking your background image and selecting Properties (or Personalize depending on your version of Windows). Go to displays or display settings and there you can enable the secondary display(which is your TV in this case).

I would also check to make sure your TV is on the right input.
Once you get the monitor to appear on your TV screen, know that you can set it as a duplicate display which means both your PC and TV screens will share the same image, or you can extend the desktop which will act as if the TV is an extension of your PC screen.
