Outlook Express no longer exists in Windows 7; it has been replaced by another program called Windows Live Mail. If your computer doesn't already have this installed, you can download it for free from http://get.live.com as part of the Windows Live Essentials package. I recommend following these steps before opening Windows Live Mail for the first time -- it'll make things a bit easier.
On the old computer, your contacts can be found at:
C:\Documents and Settings\<username>\Application Data\Microsoft\Address Book
Your email folders can be found at:
C:\Documents and Settings\<username>\Local Settings\Application Data\Identities\{guid}\Outlook Express
<username> may be the name of the user account on the computer, or it may be the Administrator account. Also, some of the above folders may be hidden -- you'll need to access the Folder Options in your Control Panel and tell it to 'Show hidden files and folders' in order to see them. Once you've found them, save the above folders ('Address Book' and 'Outlook Express') to USB memory, or burn them to disk -- copy them to something you can connect to the new computer.
Once you've got those folders on your new computer, importing your contacts is easy. Simply open the Address Book folder, and double-click on the WAB file inside. You'll be asked if you want to import your contacts. Click Import, and it'll add your contacts to the Windows Contacts folder. (If you haven't opened Windows Live Mail before now, those contacts will added into WLM automatically, too.)
Once you've added your contacts, go ahead and open Windows Live Mail at this point. You'll be prompted for your email account info. Fill this in now if you'd like, but you can always skip it and come back to it later.
Toward the top left of the WLM window should be a little blue box. Click on it, and a drop-down menu will show up. One of these options is to Import Messages. Click it, then choose Outlook Express. Browse to the folder you copied from the old computer, and WLM will automatically save all those old emails to a Storage Folder, likely called 'Imported Folder.'
And that's all there is to it. You'll have your contacts and messages, and if you've already set up your mail settings, there's nothing else you need to do.
Of course, if you're having issues with any step, you can bring both computers to Future Shop, where the computer technicians can transfer your email information and more, for a standard fee.

What if we've already installed and are using Windows Live? How do we transfer our old emails and contacts over then?

If you've already opened Windows Live Mail, your Contacts won't be imported automatically. Still, follow the steps above to import your old Address book into your Windows contacts folder, and import your old Outlook Express messages into a WLM Imported Mail folder. Then, click the Contacts tab in Windows Live Mail, down towards the bottom left of the screen. Once the Contacts window is open, look across the top ribbon -- there should be an Import tool. Click that, and choose to import the 'Windows address book for current user'. This will load all the contacts you imported to Windows earlier into Windows Live Mail.
