The lowest cost Blu-ray players now sell for $150 - that is only $50 more than a good DVD player.
On a 22" HDTV at normal viewing distances, the difference between a Blu-ray movie and a standard definition DVD will be noticeable but not dramatic. My suggestion - if you currently need a new player then buy a low-cost Blu-ray player. If you don't need a new player now - don't bother replacing your existing DVD player since the quality of low-cost Blu-ray players is going to continue to improve dramatically even over just the next year.
The Playstation 3 will play Blu-ray disks - and it is actually a very good Blu-ray player. Until recently, buying a PS3 was a very good deal considering you got both an gaming console as well as a good Blu-ray player for the same price. However a PS3 will cost you $300 - which makes it an expensive Blu-ray player if you are not interested in using it as a game console as well.

In that case, definitely get the PS3. As a gaming console it is simply excellent. The fact that it adds a Blu-ray player in the bargain is just icing on the cake. At least that way, when you do get a larger display, you'll be ready to take advantage of what Blu-ray can do. That, and you can start collecting Blu-ray movies now, and upgrade your movie collection. Being a home theatre addict myself, I couldn't stand my old DVDs after I got a proper display with a Blu-ray player. I have since replaced most of my old DVDs with their Blu-ray counterparts. I essentially bought the movies twice. I could have saved myself the time and money if I had started collecting Blu-rays sooner.

But you definitely need to upgrade your TV to a bigger screen if you want to get your money worth. 22" is much to small to be called a true HDTV. You need to be seated at a max of 3 feet to 5 feet to see a good difference between a DVD and a BD.
But the PS3 is the way to go if you also want a gaming station.

As regards just the Blu-ray player function of a BDP-S360 vs a PS3 - there is no difference in quality between the two. Your only reason for choosing a PS3 should be on the basis of whether or not you want a game system.
