PVR -Atlanta Scientific 8300

My Samsung LCD pictures stutters(freezes) every 4 seconds and it is getting worse. Rogers repairman told us that the PVR-Atlanta Scientific 8300 is busted and we need a new one. I bought it from Future Shop about 3 years ago. Should I repair it or get a new one? What is a fair repair price? Is rental a better option? Is it a common PVR issue?

Picture dropouts on HD cable channels is a very commonly reported problem. For the vast majority of people it happens very uncommonly. For a few people it happens commonly but is still tolerable. When it happens every 4 seconds, you have (a) a very uncommon problem that is (b) clearly intolerable.
The first step in solving the problem is to do what you have already done - get the cable company's tech to take a look. Not infrequently the problem is due to a poor quality cable signal - and presumably the Rogers tech checked that issue for you, and eliminated it as a cause. Assuming your Rogers tech did his job thoroughly and properly, then you will have to take his word for it that your relatively older model cable box is at fault. If you do go ahead and buy a new one and you still have picture problems, you can at least throw the problem back at Rogers to fix until you are satisfied.
If you are going to be subscribing to Rogers for at least the next two years, it makes more sense to buy an HDPVR rather than rent one. Despite the problems you are having with yours at the moment, these boxes are usually fairly reliable over the long term.

Just installed a new 8300 HD PVR--picture and sound freeze ever few seconds--both HD and SD channels.
Swapped back my original 4250 box and all is well again.

If you want to play around with your setup to see if you can get the new 8300 box to work, try connecting the 8300 and the TV with component video and analog audio (ie a stereo right/left cable) cables instead of the HDMI cable I assume you have been using. If this solves the problem, your options are either (a) to leave things that way or (b) return the 8300 to Future Shop because it likely has a "problematic" HDMI port (a commonly reported issue with these boxes).
If you'd rather not play around with your setup, then I suggest you call Rogers and have them send a service tech. Yes you did say the old receiver box works perfectly fine - but the cable signal strength might be "okay" for the old box yet insufficient for the new box. The cable tech will be able to confirm what is causing your problem, and will therefore be able to tell you if the new box needs to be replaced.
