If I were to purchase an Arcade console online, what is the likelihood I would receive a jasper unit?
I'm gonna assume you mean through FS.ca...
You're pretty close to being guaranteed that it's a Jasper. The Jasper units have been around for a long time, and I would highly doubt that any units remaining in storage are old units. You can always return it within the 30 day period, no questions asked. (You won't get refunded for the shipping though.)

Is it safe to have it shipped? No damage will come to the console?

i still have an old Zephyr with 20GB HDD from years ago and ive never had a problem. These things seem really hit and miss. I know people who have gone through like 3+ 360s in a couple of years, and i play mine alot but no RROD yet. When/if i do, ill try to get an arcade Jasper so i can use my old HDD instead of having to fork over $300+ for the slim and a HDD for it.
