I have an ongoing issue concerning a laptop and substandard service from a store in dealing with the issue. Does anyone know where to escalate the complaint beyond the store level?

Sorry to read about your dissatisfaction with the service you have been receiving at a store.
Here are your two best options:
1. Contact customer service at 1-866-237-8289. You can explain your issue and request that it be escalated because you are unsatisfied with the level of service from the store you have been dealing with.
2. You can also use the email form located here. To use the email form, I believe you must be logged into your bestbuy.ca account for it to work.
