ARC = Audio Return Channel. This means that audio can be sent back to your hometheater receiver:
If you had a TV and a home theater receiver that are are HDMI 1.4 and both have the ARC feature, you can send audio back from the TV to the receiver thru the same HDMi cable and listen to it on your hometheater speakers without having to connect a second cable, usually a fibre optic cable.

Do all hdmi cables support ARC or just the ones that specify so?

All HDMI cables will support Audio Return Channel functionality when connected to Audio Return Channel-enabled devices
