I'm planning on playing starcraft 2 but i need a new video card.
I have my eyes on either a 9800GT or 8600GT
Which is better for gaming, or is there another card (under $150) thats better?

I would recommend the ATI 4670 in that price range, according to PassMark's video card benchmarks it performs about 10% better than the 9800GT and close to 3 times that of the 8600GT.  It also happens to be the same as what I'm using.

Its a really nice card for its price range, couldnt really suggest something better for how cheap it is

The HD 4670 or the GeForce 9800 GT will both perform very well in SC2 as the game isn't very graphically intensive (I know, I was lucky enough to be selected for BETA). They might not be able to run everything with maximum settings but SC2 should look pretty good on either of those.
