The operating system software disks are not included with the computer, therefore not included in the price of the computer. The system software is installed on a separate partition on the hard drive, and accessible when the computer is first turned on by hitting a certain key.
Every computer Future Shop sells comes with a program that will allow you to burn this data onto disk, so you can do this yourself at your leisure -- this is included in the computer, at no extra cost.
Otherwise, Future Shop offers a service where Recovery disks will be created, and your computer updated and tweaked for performance. As this is a separate service, it does incur an additional fee. This service is completely optional -- as noted above, you can burn the recovery software yourself, or rely on the built in recovery partition, instead.

Some PC manufacturers will send you the discs for a small fee/shipping handling. I know it is not free, but it is another option.
