I was able to preorder Final Fantasy XIII-2 on December 6th just fine, now its fighting me lol
I've deleted cookies, cache, etc. from firefox three times now, restarted computer, tried my other computer, and even two different browsers. Still no go.
Contacting support seems to be of no help at present.
Reply 1: Asked for the web id and system
Reply 2: Told me its cause my java wasnt updated.
Replied 1 with the information
updated my java, restarted PC, tried again. Same error.
Reply 3: Told me ME3 PS3 was only available online and I had to contact customer support for assistance
Replied with who am I talking to then, cause that made me very confused.
Reply 4: Actual help, but it sadly didnt help. Asked where abouts in the process
I replied: After Age Verification where you gotta hit "I Agree" to being over 17 years old.
EDIT: Last Reply from them: Replied to me with "If you need help in ordering an item, may I suggest calling us, and asking one of our representatives to help you with your order." ..sadly I'd rather not say my credit card over the phone so thats a no go there.
I am just in shock and royally confused on what to do now 
the reply 3 made me very lost on who I contacted through "I found a bug" (I assume thats where they want the potential site feedback?)
But all in all, I guess I give up. I'll have to buy it locally on release or drive an hour to futureshop and preorder it in store. Thanks for all your time folks, sorry I seemed to of wasted it.
