I don't know what you mean 1 for 1, but you need to trade 2 seleted games for XIII

Dante's Inferno is on the list of applicable games for trading in for FFXIII.  Note that two games from the list, found here, must be traded in order to get the game for free.  Otherwise, you can simply trade in Dante's Inferno for store credit and then pay the difference.
