Depending on the model in question, it may be as simple as turning off a feature like auto volume control.
Can you provide which LG sound bar you have and how it's connected?
Which TV is being used?
Did you turn off the TV speakers through the TV menu?
Try also resetting the remote control by removing the batteries .

Here are some things you can check if you are having volume issues:
(1) Incorrect input source is selected. Check the input source and select the correct input source.
(2) The mute function is activated. Press (Mute) or adjust the volume level to cancel the mute function.
(3) When you are using connection with a external device (set top box, Bluetooth device etc.), adjust volume level of the device.
Also check the details below and adjust the unit according to them.
(a) With the sound bar connected with TV, change the AUDIO DIGITAL OUT setting on TV Setup Menu from [PCM] to [AUTO] or [BITSTREAM].
(b) With the sound bar connected with Player, change the AUDIO DIGITAL OUT setting on Player Setup Menu from [PCM] to [PRIMARY PASS-THROUGH] or [BITSTREAM].
(c) Change Audio DRC setting on Player setup menu to [OFF] state.
(d) Make sure Night Mode is not On. Turn [OFF] Night Mode.

There may be other related issues among those mentioned by @SonicBoom, that can cause this effect.
As noted by the unit's owner manual, when referring to the various features (AV Sync) of this sound bar " This function may not work well when some TV control functions such as CEC, SIMPLINK and LG Sound Sync set to ON."
The combination of these features may be the cause of the issue.
