It's true that in most cases, "Not for Resale" games originally comes from Bundles packages. Usually, you will see them in either game + controller bundles or PS3 console + game bundles and sometimes in collector or limited editions.
Since there are multiple versions of the same game, scanning the UPC to identify the proper version and correct trade-in value for the game is a common practice for FS trade-in process. With that being said, most store advises their staff not to take in NFR versions of the games to avoid future problems.
In your case, it's best for you to take back to the competitor store to either switch for a version that has UPC. Otherwise, trade it back to the same place you purchased the game should not be a problem, since they sold it that way.
