They mean the card used to represent an upcoming release in-store, which is used for pre-orders.

You can't trade 2 games off the list today and get full credit for an upcoming game by pre-order. The best you can do is pre-order the game, then when you pick it up on release day, use the trade 2 deal as your method of payment (provided there is a T2 deal on for that title.) In that respect, you can only trade in games that are on the list at the actual release, not games that are on the list currently, or when you do your in-store pre-order.

As of right now, you cannot be able to trade 2 for a pre-order card.

As explained above, yes, please pre-order the game and then on the day of, if the game has a T2 promo, you can buy the game like that and collect your deposit back.

as mentioned, the eligible game list, changes weekly and the games traded must be eligible the week of the game launch not today.
