Are you thinking of Internet Explorer 8, the browser?
Otherwise, Windows 8 will not be available until 2012?

Windows 8 is not out yet. Windows 7 is the newest version of windows ,which just came out not long ago.

If you're thinking of Internet Explorer 7 and Internet Explorer 8 (the blue E on your desktop): there are quiet a few differences between the two. Since IE6, Microsoft has been trying to get the browser more standards compliant (meaning a website will look the same on all browsers).
IE8 has a bunch of new security features, and is more standards compliant browser than IE7.
I would recommend upgrading to IE8.
If you're asking about Win8 itself... who knows at this point.

Windows 8 is essentally Windows 7 with a touch interface added. It is designed to provide you with a touch enabled tablet interface but still let you keep your PC -- all on one hardware device. Essentially it lets you have your cake and eat it too.
Tests show the touch way of working is pretty intuitive to learn to use (since many people already have used touch enabled phones or tablets), but using Windows 8 without touch requires an initial steep, but short, learning curve since some common features of Windows 7 ... like the start button and menu have been removed. Be prepared to figure out "where things are now" and how to get at them with a mouse. ... Consult tutorials!

This question was answered 2 years ago back when it was asked, and it was about Internet Explorer, not Windows. But I would recommend reading up on Windows 8 for anyone that is interested in knowing what's new. It is not all that similar to Windows 7, actually. It's a major redesign of the OS, the traditional 'Desktop' is no longer part of the OS, but rather an app that is added on to the OS. There are many other changes that may interest some of you though, Microsoft has plenty of information available here.
