You can exhange a movie that is defective (and in this case I would agree the packaging is defective) and they will give you the same title if available. The policy is they will open it in store so that people don't buy movies, return them for new factory fresh product and then go sell it.

The paper portion on the bottom is unfortunatly a necessary evil as it allows us to put the mesaging, french translation stuff and legalize on there instead of the Steelbook itself. We push the studios to move as much of the legal/ratings/billing blocks stuff to this area so it isn't part of the packaging. Sorry this has turned into a hassle for you
