Which one? For Kindle, purchases are delivered wirelessly, or simply transferred via the usb cable through your (competitor) account.
If you want to load your own (uncopyrighted!
*)file, plug in via usb and use windows explorer to explore the kindle, then copy and paste them into the folder containing all your ebook files. I can't remember, but on the Kindle I think it's called "documents", anyway, it would contain .azw or .mobi files... pdf's work too, not sure what else is supported though.
*Rightly edited earlier for bluntness. Sorry!
Not sure if other brands work the same...

if it's not a kindle ereader, but a nook/kobo/sony.
you can transfer the ebooks by Adobe Digital Editions.
here is a detailed guide: http://www.epubor.com/transfer-kobo-epub-to-sony-e
